The Crown Estate (TCE) is undertaking preliminary market engagement in advance of a future procurement for a multi-service capability that includes: Technical Advisory services; Survey provider services; and Survey Management Services to support the Future Offshore Wind (FOSW). The requirement is expected to include: A 12-month offshore metocean survey campaign commencing mid-2027. Survey deployment across multiple offshore locations. Data acquisition through metocean measurement systems and associated instrumentation. Collection and analysis of: Wind data. Wave and current data. Other related services that may be required include: Technical advisory services supporting survey planning, execution and data assurance. Survey management services, including data management, quality assurance and reporting services.

Planning Information

The Crown Estate intends to undertake a structured programme of preliminary market engagement to inform the design of the forthcoming procurement for a Metocean Survey Supplier as part of the Future Offshore Wind objectives. The scope of this engagement will cover technical delivery requirements (including survey methodology, metocean measurement systems and data acquisition approaches), commercial arrangements (including pricing models and contract duration), and legal considerations (including liability and third-party reliance on survey data). Feedback is sought from suppliers with relevant experience and capability in offshore metocean survey delivery and technical advisory services. Engagement will be conducted through a combination of: A written Market Engagement Questionnaire (MEQ) issued to interested suppliers.
