Summary of the contracting process

Inverclyde Council is procuring a mental health recovery support service for adults with mental health and/or drug and alcohol-related needs. The service will provide personalised and collective support, using recovery-focused approaches and supporting improved outcomes for service users. It should also have regard to the objectives of the New Scots Refugee Integration Strategy where relevant and proportionate. This is a community health, rehabilitation and welfare service, rather than residential care. Delivery is in Inverclyde, with the council based in Greenock. The requirement is a single service covering the full scope. The successful provider will be expected to work with service users and with statutory, third-sector and community organisations, and to deliver agreed community benefits alongside the core support service.

The procurement has reached tender: Inverclyde Council invited offers through an open procedure, with electronic submission in English. The tender deadline is 21 October 2026 at 12:00 noon. The contract period is 1 February 2027 to 31 January 2030, with a retender planned for 2029 before expiry. Bids must remain valid for 120 days. Evaluation gives 60 points to price and 40 points across quality areas including outcomes and impact, recovery-focused practice, engagement, partnership working, service-user involvement, staff development, performance measurement, continuous improvement, Fair Work First and social value. Selection includes financial checks, relevant experience, insurance, quality, health and safety, and environmental management requirements. Community benefits are contractual, with an expected social value score of 240.

This suits established mental health, recovery, social care, community support or third-sector providers able to deliver person-centred, trauma-informed and strengths-based services. Bidders need at least two comparable contracts or services delivered within the previous three years, demonstrating support for mental health, alcohol or drug recovery, partnership working, measured outcomes and service improvement. The service manager must hold or be working towards a relevant SCQF Level 9 qualification, or have at least two years’ relevant experience; staff must hold or be working towards SVQ Level 3 in Social Services and Healthcare or equivalent. Financial capacity is tested through Dun & Bradstreet and audited turnover. Required insurance includes £5 million employers’ and public liability, £2 million professional indemnity and £1 million data protection or cyber risk cover. ISO or equivalent quality, safety and environmental arrangements are also required.
