Summary of the contracting process

Birmingham Women’s and Children’s NHS Foundation Trust bought fire doors as goods for its fire-door scheme. The doors are supplied separately for the Trust to provide free of charge to the supplier carrying out the installation works, rather than as a combined supply-and-install contract. University Hospitals Birmingham NHS Foundation Trust, through BBCS Procurement Collaborative, conducted the procurement on behalf of Birmingham Women’s and Children’s NHS Foundation Trust. Delivery is for the Trust’s requirements in Birmingham. The scope covers fire doors only, supporting a programme of fire-door replacement or improvement across the Trust’s estate. The requirement is relevant to manufacturers and specialist suppliers of compliant fire doors, particularly those able to supply doors for installation within healthcare premises and coordinate their products with a separately appointed installation contractor.

The procurement is complete and was awarded by direct award. One lot was awarded to SENTRY FIRE SAFETY GROUP DONCASTER LIMITED on 7 September 2026. The award value is £359,742.51 excluding VAT and £431,691.01 including VAT. The award contract period runs from 1 October 2026 to 31 March 2027, with contract signature scheduled for 1 October 2026. The Trust used direct award because the scheme’s timescale required doors to be ordered before the fitting supplier was appointed; the stated production lead time is 8–12 weeks. Sentry had supplied doors under a previously competed open tender, and the award relied on Schedule 5, paragraph 7, to maintain technical continuity. The lot is marked as suitable for small and medium-sized enterprises.

This award indicates a defined NHS demand for the manufacture and supply of fire doors as a standalone package, separate from installation works. A credible future competitor would need to manufacture or source fire doors that meet the Trust’s technical requirements, maintain continuity with an existing door specification, and coordinate reliably with installation contractors appointed through a separate competition. Production planning is important: the buyer’s rationale shows that door manufacture and delivery can determine whether a wider fire-door programme stays on schedule. Suppliers should therefore be able to demonstrate dependable manufacturing capacity, supply-chain control, quality assurance and delivery coordination for a substantial, time-critical order. Experience supplying fire doors under a previous competitive procurement, especially for complex healthcare estates, would help establish technical continuity and confidence with this buyer.

Notice Title

Birmingham Womens and Childrens Fire Door Procurement

Notice Description

Supplying fire doors only for Trust to free issue to winning bidder of fire door install works.

Procurement Information

Procurement of fire doors due to the limited timescale associated with this year's fire door scheme. Sentry doors were delivered as part of previously competed open tender, so award basis is Sch.5 S7 to ensure technical continuity. Intention is to compete 26/27 fitout, and run full 27/28 tender for supply and install. Production lead time for the doors is 8-12 weeks. The risk is if door ordering is left until the fitting supplier has been appointed, the doors will still be looking at delivering as late as the last week of March, compressing the fitting programme and putting delivery of the scheme at risk. Ordering the doors separately and in advance also allows the Trust to compete the fitting works, minimising the total Direct Award value needed. This is achieved by the overall programme no longer being constrained by door lead times.
