Westmorland and Furness Council is preparing a service for high-quality supported accommodation for people experiencing homelessness, rough sleeping and multiple disadvantages. The service is intended for individuals with complex needs and should provide person-centred accommodation, help residents develop the skills and stability needed to sustain future tenancies, and create clear pathways into settled, unsupported accommodation. This process is at the planning and preliminary market engagement stage: the Council is seeking provider input to understand the market and shape a future procurement, rather than inviting tenders. The intended requirement is one lot with an estimated gross value of £1,000,000. The planned contract period is from 1 January 2027 to 31 December 2029. Providers are expected to submit completed market engagement responses by 14:00 on 6 October 2026. Strong candidates will be able to provide person-centred support, develop residents’ practical tenancy skills, and coordinate effectively with partner agencies and specialist services. Capabilities in recovery support, wellbeing, progression and risk reduction are central to the Council’s stated aims. Providers with suitable accommodation, established referral and support pathways, and the operational capacity to deliver an integrated service across the Council area should use the engagement to explain their model and help shape the future requirement. This is preparation for a possible procurement, not a contract currently available to bid for.
