Summary of the contracting process

Leeds City Council, through Leeds Building Services, is considering a framework for hiring plant and equipment. The proposed scope is divided into large plant, small plant and electrical equipment, welfare facilities, and scaffolding. This is a goods supply and hire requirement supporting the council’s building services, with the stated delivery country being the United Kingdom. The large-plant lot includes an emergency-generator classification, indicating that generator provision may form part of that lot. The council intends to appoint suitably qualified and experienced organisations, with continuity of service a stated aim. Suppliers specialising in plant hire, electrical equipment hire, welfare-unit provision, scaffolding, or related equipment supply should consider the relevant part of the proposed requirement.

This procurement is at the planning stage: Leeds City Council has stated an intention to procure, but has not issued an invitation to tender. The proposed route is a four-lot framework, with up to two suppliers appointed to each lot. The framework is expected to run for three years, from 18 October 2027 to 17 October 2030, with an option for one further 12-month period to 17 October 2031. Indicative annual spend is £35,000 for large plant, £70,000 for small plant and electrical, £100,000 for welfare, and £30,000 for scaffold. The stated estimate is up to £235,000 per annum and £940,000 over the full term including the extension. Market engagement is planned by 2 October 2026 through the council’s Jaggaer portal.

The proposal should suit established plant and equipment hire businesses, specialist scaffold providers, welfare-facility suppliers, electrical-equipment hire firms and companies able to provide emergency generators or similar large plant. The council says it is seeking suitably qualified and experienced organisations, so suppliers should be ready to evidence relevant technical capability, reliable equipment availability and experience supporting building-services work. The planned use of up to two suppliers per lot is intended to maintain continuity of service, favouring businesses with dependable operational capacity, responsive delivery and the ability to meet ongoing demand. The large-plant lot is expressly identified as suitable for small and medium-sized enterprises. Other lots cover distinct specialist areas, allowing businesses to prepare around the equipment category most closely matching their stock, services and experience.
