Summary of the contracting process

The National Lottery Community Fund plans to appoint a delivery partner or partnership for an Evaluation and Impact support service for its grant holders in Scotland. The service will design and deliver a structured but flexible programme combining planned activities with responsive, tailored support. It will help organisations access evaluation assistance suited to their needs and stage of development, build skills and confidence, and demonstrate and use evidence of impact. The wider purpose is to support healthier, more connected communities, children and young people to thrive, and environmentally sustainable communities. This is a research consultancy service (CPV 73210000), delivered across Scotland, and sits within the Fund’s ambition to provide support beyond grant funding.

This procurement is at the planning stage: the Fund has stated its intention to procure and is carrying out pre-market engagement to help develop the tender documents. Engagement is scheduled to take place by 6 October 2026, with the next notice expected on 27 November 2026; these are indicative planning dates, not bid deadlines. The planned contract is a single service arrangement, expected to run from 1 March 2027 to 1 March 2030, with renewal potentially extending it to 1 March 2032. The estimated value is £1,150,000 excluding VAT, or £1,380,000 including VAT. The service is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This will suit organisations that can design and operate evaluation, impact measurement and learning support for a diverse community and voluntary-sector grant-holder base. Strong candidates are likely to combine research consultancy with practical capacity building: helping organisations define outcomes, collect and interpret evidence, learn from delivery, improve services and communicate impact. The specification points towards a partner able to provide both a planned programme and flexible, tailored assistance at different stages of organisational development, rather than a purely fixed research exercise. Partnerships may be suitable where complementary expertise is needed across evaluation, impact practice, facilitation, training and community-sector support. SMEs and voluntary, community or social enterprises are explicitly considered suitable, so smaller specialist providers should prepare their capability and partnership models for the later tender.

Notice Description

The National Lottery Community Fund (the "Fund") is seeking to appoint a delivery partner (or partnership) to design and deliver an Evaluation and Impact (E&I) support contract for The Fund grant holders in Scotland. Through this investment, the Fund aims to advance its core missions: enabling communities to be healthier and more connected, supporting children and young people to thrive, and promoting environmentally sustainable communities. The contract will promote a culture of learning and continuous improvement across all Fund grant holders in Scotland, offering a structured but flexible programme of support that organisations can engage with at different stages of their journey. It will provide a planned set of activities alongside responsive, tailored support, enabling grant holders to access the level and type of evaluation support most appropriate to their needs and circumstances. The contract forms part of the Fund's wider ambition to be "more than a funder", supporting grant holders not only through funding but through building their skills, confidence, and ability to demonstrate and use evidence of impact. The Pre-Market engagement will support the development of the tender documentation.
