Summary of the contracting process

Bradford Children & Families Trust is commissioning two social-support services for its Best Start in Life Programme, intended to improve child development, family wellbeing, school readiness and access to joined-up early-years, health, education and family support. Lot 1 covers evidence-based parenting programmes for families with children aged 0–5, building parenting confidence, positive parent-child relationships and the home learning environment. Lot 2 covers support for families with children aged 0–2, focused on parent-infant relationships and perinatal mental health and wellbeing. Both services aim to improve developmental and wellbeing outcomes for children and families. The Trust is based in Bradford; the procurement does not specify a separate service delivery location.

The Trust invited offers through an open competitive flexible procedure with negotiation, under the Procurement Act 2023. Enquiries were due by 4pm on 8 October 2026. The amended timetable sets the Stage 1 submission deadline at 11am on 22 October 2026 and the Stage 2 deadline at 11am on 2 December 2026; the latter is not the Stage 1 deadline. The estimated total value is £7,699,560 excluding VAT, including extension options. Lot 1 is valued at £3,499,800 and Lot 2 at £4,199,760, excluding VAT. Both contracts run from 1 April 2027 to 31 March 2029, with two discretionary extensions of up to 24 months each. For both lots, quality carries 90% of the evaluation weighting and price 10%.

The opportunity suits organisations able to deliver high-quality, evidence-based support to parents and carers, with distinct expertise depending on the lot. Lot 1 calls for parenting programmes for families with children aged 0–5, including work to build parenting confidence, strengthen parent-child relationships and support children’s learning at home. Lot 2 is aimed at providers experienced in supporting families with children aged 0–2, promoting early parent-infant relationships and addressing parental wellbeing and mental health through safe, inclusive provision. The stated outcomes also call for services to contribute to children’s health, development and educational readiness, and to help families access integrated support. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable for either lot.
