Summary of the contracting process

The Department of Health and Social Care is commissioning a national health and community support service to strengthen lived experience recovery organisations (LEROs), which are independent, peer-led organisations supporting recovery communities. The project is intended to help both emerging and established LEROs develop and remain resilient, and to help local authorities create conditions in which LEROs and other peer-led initiatives can be sustained. Work includes peer-led mentoring, bespoke learning for leaders, reusable good-practice resources and support for local authority commissioners. Support will cover governance, leadership, financial management, fundraising and workforce development, alongside universal and targeted help shaped around local context, readiness and need. The services are intended for delivery nationally across the UK.

The buyer invited offers through a competitive flexible procedure, with a preliminary supplier questionnaire (PSQ) to check compulsory requirements before full tenders. This is a single-lot service contract running from 1 April 2027 to 31 March 2030. The tender and enquiry deadlines were both 30 October 2026 at 12:00 UTC; the stated end of the award period is 25 November 2026. The estimated value is £471,866 excluding VAT (£566,239.20 including VAT). Evaluation allocates 70% to technical quality, 20% to the commercial element and 10% to social value. The contract is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This opportunity suits organisations able to deliver national capacity-building and resilience support for peer-led recovery organisations, while tailoring assistance to local circumstances and needs. Relevant delivery capabilities include mentoring by experienced LERO leaders, designing and providing specialist learning for leaders, and producing practical resources that can be reused across organisations. Suppliers should be equipped to support governance, leadership, financial management, fundraising and workforce development, as well as work with local authority commissioners to help them support and sustain LEROs and recovery communities. The scope also calls for both universal support and targeted assistance to local areas seeking to establish or strengthen LEROs. The buyer identifies SMEs and voluntary, community and social enterprises as suitable competitors.

Notice Title

DHSC: LERO Development and Resilience Project

Notice Description

To deliver a 3-year national Lived experience recovery organisation (LERO) development and resilience project from 1 April 2027 to 31 March 2030. The project will support the development and resilience of emerging and established LEROs and local authorities looking to support and sustain LEROs and recovery communities in their locality. Building on the previous LERO capacity-building project, the LERO development and resilience project will support LEROs to develop and sustain through peer-led mentoring, specialist bespoke learning opportunities, reusable good practice resources and local authority support. This contract builds on learning from the first 2 project years. This includes strong demand for practical peer-led support and bespoke learning opportunities for leaders; the value of mentoring from experienced LERO leaders; the need for continued support on governance, leadership, financial management, fundraising and workforce development; and the importance of supporting local authorities to create the conditions in which recovery communities, LEROs and other peer-led initiatives can develop and sustain. The previous project has been developing an offer for local authority commissioners primarily through regular drop-ins. In this new iteration of the project, the Authority wishes to further develop this approach by providing universal and targeted support for local areas seeking to develop or sustain LEROs. This will help local authority commissioners to understand the conditions that enable independent, peer-led LEROs to develop within local recovery-oriented systems of care, and to access support that responds to local context, readiness and need.
