Summary of the contracting process

Durham County Council is planning a waste composition analysis of its municipal waste streams across four seasonal periods, as part of a 12-month programme. The work is intended to identify and quantify the materials present across the year. Services include sampling, sorting, categorisation, data capture and reporting, with particular attention to materials covered by relevant policy and regulation. These include materials subject to the Emissions Trading Scheme, containers and materials relevant to the Deposit Return Scheme, plastic films and flexible packaging, textiles, and food and green waste. This is waste analysis and related research services, for delivery in County Durham.

The procurement is at the planning stage: the council is exploring the market and has not issued an invitation to tender. The planned contract period is 1 April 2027 to 31 March 2028. The council’s market engagement exercise is expected to begin on 24 September 2026, with responses requested by 9 October 2026. Further discussions with selected suppliers are planned after responses are reviewed; the discussion date is to be confirmed, and meetings are expected to last 45 minutes. The council may hold these discussions in person in Durham or by Microsoft Teams. The process is described as a single lot. No procurement procedure, award criteria or contract value is stated at this planning stage.

This preparatory engagement is most relevant to suppliers experienced in analysing municipal waste streams and able to carry out representative sampling across different seasons. The described work calls for practical capability in sorting and categorising waste, identifying and quantifying materials, and producing data and reports that address relevant policy and regulatory frameworks. Experience with packaging and plastics, textiles, food and green waste, and materials associated with emissions trading or deposit return schemes would align with the areas the council wants examined. Small and medium-sized enterprises are identified as suitable for the work. Suppliers able to deliver a coordinated programme covering four seasonal periods should consider engaging with the council as it develops the procurement.
