CORSIA Capacity Building Project

Notice Description

For emissions reduction credits to be eligible under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), the countries hosting the projects that generate them must provide authorisation to confirm the associated reductions will not also be counted against domestic targets, and make the adjustments to their national emissions reporting required by Article 6.2 of the Paris Agreement. To increase the global supply of credits to meet the level of offsetting obligations expected from CORSIA's First Phase, which must be fulfilled by January 2028, there is a need for capacity building support to assist and train host country governments in the authorisation and reporting process. This procurement aims to appoint a supplier with suitable specialist expertise to act in a delivery partner capacity, designing and overseeing multiple work packages aimed at supporting governments in emerging markets and developing economies to release CORSIA credits. The supplier would assist DfT in identifying impactful opportunities for UK-funded support, and then utilise its international networks to engage suitable experts around the world to deliver targeted support to governments. Support to specific countries would cover issuing the Letters of Authorisation required to confirm their intention to release credits, and/or completing the reporting of corresponding adjustments in accordance with Article 6.2.

Procurement Information

To DfT's knowledge, targeted carbon market capacity building of this nature, tailored to CORSIA needs, has not been delivered at scale by any organisation. This first-of-a-kind project therefore requires a delivery partner that has knowledge and experience of delivering wider capacity building support related to Article 6.2 of the Paris Agreement, whilst understanding emerging needs relevant to CORSIA. To maximise flexibility and to quickly mobilise appropriate support in a variety of countries, the delivery partner must have existing global networks through which it can access experts capable of providing specific local support, and be able to complement this with its own in-house carbon markets expertise. The delivery partner must also be free from commercial or political links to the governments and projects that may benefit from this support. DfT, working in consultation with the Department for Energy Security and Net Zero, has identified only one organisation that meets these criteria. The requirement directly links to the implementation of Article 6 of the Paris Agreement, in particular Article 6.2, which establishes the framework for cooperative approaches under which host countries can transfer emissions reduction credits. The Article 6 Implementation Partnership (A6IP), part of the Institute for Global Environmental Strategies (IGES) in Japan, was established to directly support implementation of high integrity carbon markets through Article 6 by facilitating global collaboration, knowledge sharing, and capacity building. A global non-profit initiative, it works in collaboration with governments, UN agencies, development banks, other multilateral institutions, and private entities to strengthen countries' capacity for carbon market participation. A6IP is therefore uniquely suitable to deliver this requirement due to the following factors: Membership reach: A6IP currently supports more than 90 partner countries, giving it broader reach than any comparable organisation. Its network also includes 250 organisations and private sector partners. Unique workforce skill: A6IP staff include current and former Article 6 negotiators from around the world, bringing practical expertise in the design and implementation of Article 6. Its recognised Article 6 reporting expertise enables it to translate policy requirements into country-specific implementation support packages. Experience: A6IP have strong experience in delivering targeted carbon market assistance to countries, including support to complete Article 6.2 reporting, giving it the knowledge and capability to understand the technical requirements of countries to complete Article 6.2 processes to release credits for CORSIA Access to and knowledge of external consultants: A6IP's extensive networks give it access to a much-larger pool of relevant consultants and experts around the globe, which would otherwise be difficult to access, and it is has the specialist knowledge and experience needed to assess their suitability to deliver specific aspects of the requirement. Non-profit status: A6IP is a non-profit organisation dedicated to supporting Article 6 Implementation at the global level, in support of net zero by 2050. It is therefore able to advise upon the selection of host countries to support and their specific needs from an informed but impartial perspective.
