Summary of the contracting process

The Chief Constable of Thames Valley Police intends to commission professional roof surveys and maintenance schedules across its estate. The buyer expects suppliers to express market interest by 1 October 2026, and asks them to identify any frameworks or dynamic purchasing systems they participate in. The expected contract period is 1 December 2026 to 31 January 2027. The estimated value is £195,000 excluding VAT and £234,000 including VAT. The work is described as one lot, with small and medium-sized businesses considered suitable. Evaluation criteria have not yet been set out.

This work is likely to suit building-survey and property-maintenance consultancies able to inspect both flat and pitched roofs, identify roof construction and assess condition, then turn findings into practical maintenance and repair or replacement schedules. Suppliers will need to work across multiple police estate sites and provide data progressively so the force can check its quality as surveys proceed. Staff visiting sites and compiling survey data must be vetted by Thames Valley Police or Warwickshire Police. The buyer expects written reports in Word and PDF, schedules and data in Excel and PDF, and drawings in AutoCAD DWG and PDF; it will provide site plans in DWG for the consultant to annotate. Suppliers with suitable surveying, data-handling and CAD capability, and relevant framework or DPS participation to report during engagement, are well placed to prepare.

Roof Survey accross the TVP estate

Notice Description

To attend TVP sites, survey and identify all instances of woodwool/stramit flat roof constructions, and other flat roof deck constructions and waterproofing layers. Their condition and schedule/specification for their maintenance and repair/replacement. Secondly, to identify the condition and construction of all pitched roofs on the estate and schedule for their maintenance/repair/replacement. The Roof Surveys and Maintenance Schedules will be dip tested presented to TVP as the survey work proceeds to ensure that data collected by the consultant is adequate for the purpose of TVP extracting relevant data for onward reporting, data interrogation and scheduling of roof replacements and repairs. For example, written narrative reporting in MS Word with PDF copy and data/schedules in MS Excel and PDF copy. Drawings to be presented in Autodesk AutoCAD .dwg format with PDF copy. TVP will forward site plans in dwg format to the awarded consultant firm for them to make detail upon. The consultant firm must have police vetted staff (TVP or Warwickshire), visiting sites and compiling the survey data.
