Summary of the contracting process

The University of Leeds intends to procure waste removal services for its campus and student residences in Leeds. The scope covers general waste, dry mixed recycling (DMR), glass, paper, chemical and hazardous waste, skip hire, and removal of waste electrical and electronic equipment (WEEE). The University is seeking a service provider able to support its current and future aims for sustainable waste management, recycling and a circular approach to resources. This is a broad, multi-stream service combining routine waste collection and recycling with specialist waste handling and skip provision. The work is classified as refuse disposal and treatment (CPV 90510000).

The process is at the planning stage: the University has stated its intention to procure and is gathering market intelligence through a supplier questionnaire to inform its route to market. It expects to invite suitable suppliers to bid in early 2027; the next notice is forecast for 3 January 2027. This expectation is not a bid deadline. The estimated procurement value is £1.2 million. The procurement is planned as one lot, and the buyer says the award criteria are still to be determined. The University states that it is not a contracting authority under the Procurement Regulations 2024 and that any resulting tender exercise will be conducted outside those regulations.

This procurement is likely to suit waste management providers able to deliver a wide-ranging service across an institutional estate, including campus and student accommodation. Relevant capabilities include handling general waste and multiple recycling streams, managing chemical and hazardous waste, providing skips, and removing waste electrical and electronic equipment. Suppliers should be able to explain how their service can support sustainable waste management, improve recycling and contribute to circularity, as these are explicit aims of the University. The buyer is seeking innovative solutions as well as the capacity to support both current and future requirements. The University is gathering supplier input to shape its route to market, so providers with clear, practical service models across these waste streams will be well placed to contribute.
