Summary of the contracting process

Midlands Partnership NHS Foundation Trust commissioned supervised consumption of oral opioid substitution therapy and a pharmacy needle and syringe programme in Southampton. Community pharmacies provide the services through the Trust’s Inclusion directorate. The work covers supervised dispensing of opioid substitution medication and needle and syringe provision, with participating pharmacies choosing a service level they consider appropriate to their capacity and community responsibilities, within good-practice guidance from Inclusion Services. These are enhanced community pharmacy services, distinct from routine dispensing of opioid substitution therapy, which is described as an essential service. The procurement is for healthcare and pharmacy services, rather than rehabilitation services in the broader sense. Delivery is in Southampton.

The process is complete and the award has been made under the Health Care Services (Provider Selection Regime) Regulations 2023, using a direct award procedure without a prior competition. The award is to pharmacies in Southampton; the Trust states that all capable providers were offered contracts. The contract was signed on 25 September 2026. The service period runs from 1 October 2026 to 30 September 2029, and the stated lifetime contract value is £43,804.80. It is a single lot. Providers were assessed by clinical and operational colleagues against the specification. The published criteria refer to patient choice and price, each shown with a score of 100. The Trust says patient choice between providers is unrestricted. The award is active.

This award shows demand for pharmacy-delivered supervised opioid substitution therapy and needle and syringe services in Southampton, commissioned by Midlands Partnership NHS Foundation Trust. Credible providers need to be community pharmacies able to deliver these enhanced services alongside their other responsibilities, with a service level suited to their capacity. For supervised medication, suppliers need the ability to dispense oral opioid substitution therapy under supervision and follow good-practice guidance from the Trust’s Inclusion Services. For the needle and syringe programme, they need operational capacity to provide the service locally. Providers must meet the service specification and support unrestricted patient choice among participating pharmacies. Clinical and operational colleagues assessed providers against the specification, with patient choice and price identified as the evaluation considerations. The buyer describes this as a new service and says participating providers were offered contracts because they could meet the requirements.»}],
