Summary of the contracting process

Kent Community Health NHS Foundation Trust commissioned community pharmacy public health services across Kent. The work covers chlamydia treatment, dispensing emergency oral contraception (EOC), genito-urinary medicine (GUM) treatments and oral contraception. Services are delivered through community pharmacies, giving patients a choice of participating providers and access to a convenient local pharmacy. The arrangement is for pharmacy sub-contracts, rather than a single centralised service provider, and builds on services already being delivered by pharmacies in Kent.

The procurement is complete and the contracts have been awarded to 62 participating community pharmacies. The recorded suppliers include A E Hobbs Limited, Boots UK Limited, Day Lewis PLC, Paydens Limited, Superdrug Stores PLC and other pharmacy businesses. The award was made under the Health Care Services Provider Selection Regime using Direct Award Process B, without a call for competition. Patient choice was the stated 100% award criterion. The initial contract period runs from 1 October 2026 to 31 March 2028, with an option to extend by 28 months to 31 July 2030. The combined estimated lifetime value is £76,666.82, VAT exempt; the recorded contract value is £76,666. The contract was signed on 3 September 2026.

This award demonstrates continuing demand from Kent Community Health NHS Foundation Trust for community pharmacies able to deliver patient-facing public health services. A credible future provider would need to operate a community pharmacy accessible to Kent patients and be able to provide chlamydia treatment, dispense emergency oral contraception and GUM treatments, and supply oral contraception. The model relies on multiple participating pharmacies and patient choice rather than a single provider serving the whole area, so local access and the ability to deliver these services through pharmacy premises are central to competing. The selected providers were existing pharmacies already delivering the service, making operational readiness and relevant service-delivery experience important indicators of the capability the Trust has accepted.
