Summary of the contracting process

Diamond Light Source Limited is procuring two main DC/PM septum magnets for its Diamond-II facility at the Harwell Science and Innovation Campus in Didcot, Oxfordshire. The contract covers detailed design, manufacture, quality control, testing and delivery of two out-of-vacuum magnets with integrated vacuum vessels and support stands, together with spares. The magnets are physically identical but must be configured with inverted input and output ends and magnetic fields: one for booster extraction bending left, the other for storage ring injection bending right. Their support frames must be rotationally symmetric, positioning service connections on the outside, on the bending-channel side, in both installations. This is a supply contract for specialist accelerator magnet equipment.

The buyer invited offers through an open procedure. The deadline for submissions was 28 October 2026 at 12:00 UTC; the stated award decision deadline was 2 November 2026 at 23:59:59 UTC. The contract period was set to run from 16 November 2026 to 10 April 2028. The estimated value is £400,000 excluding VAT (£480,000 including VAT). There is one lot, which is marked as suitable for small and medium-sized enterprises. Evaluation is weighted 40% on price and 60% on quality: technical quality 30%, experience and capacity 15%, delivery 10% and commercial considerations 5%. Offers were to be submitted in English by email and hard copy.

This opportunity suits specialist suppliers able to deliver accelerator or comparable high-performance electromagnets, including integrated vacuum vessels and support structures. Bidders need capability across the full engineering and manufacturing cycle: detailed design, fabrication, quality control, testing and delivery, as well as provision of spares. The mirrored installation requirements call for robust design control: the magnets must accommodate inverted ends and fields, while the support frame must be rotationally symmetric and place service connections correctly for both installations. The evaluation gives substantial weight to technical quality and also assesses supplier experience and capacity, so evidence of delivering technically demanding magnet systems and the resources to meet the required delivery programme will be important. The single lot is expressly considered suitable for SMEs.

Notice Title

DLSITT1097 - Main Septum Magnets for Diamond-II

Notice Description

Located on the Harwell Science & Innovation Campus in Oxfordshire, Diamond Light Source (DLS) is a leading-edge facility for science, engineering and innovation. DLS allows researchers from academia and industry to investigate the structure and behaviour of the world around us at the atomic and molecular level. To continue delivering the world-changing science that Diamond enables, the facility is being upgraded to Diamond-II, a co-ordinated programme of development that combines a major machine upgrade with new instruments and complementary improvements to optics, detectors, sample environment and delivery capabilities, and computing, as well as integrated and correlative methods. This will be transformative in speed and spatial resolution and will offer users streamlined access to enhanced instruments for life and physical sciences. The scope of this contract is to carry out the detailed design, manufacture, quality control, testing and delivery of two out-of-vacuum main DC/PM septum magnets, with integrated vacuum vessels, on support stands, as well as some spares. The two septum magnets are physically identical but will be installed with input and output ends inverted for booster extraction bend to the left, and storage ring injection bend to the right. This means that the magnet fields are also inverted, and also that the support frame should be rotationally symmetric so that the services connections are on the outside (bending channel side of the support frame) in each case. See specification for further details.
