Summary of the contracting process

The Borough of Telford & Wrekin arranged residential care and nursing-home support for an individual whose preferred location was an important factor. The placement covers accommodation and day-to-day support, including personal care, meal and drink preparation, medication, laundry, heating and lighting, and access to communal rooms and outdoor areas. The resident is to have a bedroom for their sole use, with an en-suite or shared bathroom, and appropriate bed, armchair and storage. The service is intended to meet the individual’s needs across their daily living, not to provide a general community service. The care is delivered in Telford and Wrekin, Shropshire. The service category is social work and related services (CPV 85300000).

The procurement is complete and the contract was awarded to Restful Homes (Longford) Ltd. The award is recorded as pending. The Borough used a direct award below the relevant threshold, without competition, under the light-touch regime. The award value is £660,000 gross. The contract period runs from 19 October 2026 to 18 October 2034, with a scheduled signature date of 19 October 2026. This is a single placement rather than a set of separately described service lots. The arrangement is continuous on rolling terms and ends when all individual service agreements made through it have ended. The award information does not state evaluation criteria; the procurement proceeded without a competitive evaluation.

This award shows demand from Telford & Wrekin for an individualised older people’s residential placement where the person’s preferred location matters. A credible provider for a comparable requirement would need to deliver accommodation alongside continuous, person-centred support: personal care, meals and drinks tailored to the resident, medication, laundry, and practical help with daily living. The home would need suitable private accommodation, bathroom access, furnishings, communal areas and outdoor space, as well as heating and lighting. The chosen provider was a care-home operator, so suppliers should be able to demonstrate that they can operate an appropriate residential setting and sustain the full range of support for an individual resident. The buyer used a direct award without competition for this below-threshold, light-touch service, indicating that a future comparable arrangement may be handled as a specific placement rather than a broad multi-provider competition.
