Summary of the contracting process

BlueLight Commercial Limited bought consultancy and research services for the NPCC EV Mobilisation Transition Project, supporting the National Police Chiefs’ Council’s sustainability work on electric vehicle transition. The first stage covers setting up an NPCC EV Strategic Transition Advisory Board, assessing risks to continuity of policing services as forces move to electric vehicles, and identifying mitigations. It also requires a Programme Definition Document assessing the governance, scope and costs of a possible future programme team. The work supports advice to police forces and central coordination with government on charging-infrastructure funding and with industry on technology development. The buyer is BlueLight Commercial Limited, acting for the NPCC Sustainability Portfolio, with Home Office funding. The services are national in scope, supporting police forces and relevant national stakeholders across the UK.

The procurement is complete and the contract was awarded to Cenex. It was a non-competitive call-off under the Government Commercial Agency’s RM6347 TTS framework, using a selective, below-threshold framework award route. The award was made on 25 September 2026, and the contract was signed on 28 September 2026. Its value is £75,750 excluding VAT (£90,900 including VAT). The contract runs from 5 October to 27 November 2026. The work is arranged as one lot. Delivery is assessed against timely completion within the agreed budget, delivery of an implementation roadmap, benefits framework and funding requirements for a future national programme function, and engagement by Week 6 with representatives of at least 75% of police forces and national stakeholders.

For future work of this kind, a credible supplier would need expertise in electric-vehicle transition and its operational implications for policing, including assessing service-continuity risks and developing practical mitigations. The requirement also points to capability in programme mobilisation: establishing effective strategic governance, defining programme scope and costs, and producing a roadmap, benefits framework and funding requirements for a national function. Strong stakeholder-engagement capacity would matter, with the ability to work across police forces and national bodies, including policing leadership, police and crime commissioners, fleet and procurement leads, and operational representatives. Suppliers should be able to coordinate credibly with government on charging-infrastructure funding and engage the private sector on technology development. Evidence of delivering clear, accepted outputs to budget and schedule would support a competitive case.
