Summary of the contracting process

The Crown Estate plans to procure multidisciplinary building surveying consultancy services for its Urban portfolio. The work is expected to cover Central London and regional commercial, residential and retail properties. This is at planning stage: The Crown Estate has stated its intention to procure, but has not yet invited tenders. It expects to use the competitive flexible procedure and establish a single-lot framework. The framework is planned to run from 1 August 2027 to 30 July 2030. Its estimated value is £84 million excluding VAT (£100.8 million including VAT). The buyer expects to publish the next notice on 7 December 2026; this is an indicative publication date, not a bid deadline. Around four to six suppliers are expected to be appointed. Call-offs may use the framework’s objective selection and award mechanisms, with competitive selection for requirements estimated above £100,000. Participation conditions and detailed evaluation arrangements are to be set out later.

The planned framework is suited to building surveying and property consultancy businesses with multidisciplinary teams able to cover several of the anticipated service lines. Relevant capabilities include building and façade advice, dilapidations, party wall matters, fire safety, principal designer and CDM advice, project management and cost management. Suppliers with experience supporting commercial, residential and retail assets, and handling both capital projects and continuing property operations, are likely to be well placed. The work also encompasses statutory and health and safety responsibilities and estate stewardship, so firms able to deliver advice across compliance and practical property management may find the scope relevant. The buyer expects to appoint around four to six providers to serve its portfolio through the framework.

The Crown Estate intends to appoint approximately four to six suppliers. Call-off contracts may be awarded in accordance with the objective selection and award mechanisms set out in the framework documents, including competitive selection processes for requirements with an estimated value above PS100,000. The procurement will be conducted using the competitive flexible procedure under section 20(2)(b) of the Procurement Act 2023.
