Summary of the contracting process

NHS Thames Valley Integrated Care Board is commissioning community-based women’s health services through a Women’s Health Hub for Reading, Wokingham and West Berkshire. The service is intended to improve access, shorten waits and provide evidence-based assessment, treatment and management for menopause, menstrual health and other gynaecological conditions. It includes central triage and assessment, advice and guidance with Royal Berkshire NHS Foundation Trust, community management of suitable lower-complexity conditions, outreach to underserved communities, and escalation to secondary care when needed. The hub is designed as an integrated intermediate service, mainly staffed by GPs and nurses, with Trust support for clinical governance, multidisciplinary discussions and ultrasound. The provider is also expected to work towards integration with GP records and local digital systems. This is community health service provision.

The Most Suitable Provider assessment and moderation have been completed, and The Primary Care Alliance Community Interest Company was selected following consideration of four bids. The notice describes an intention to award under the Health Care Services (Provider Selection Regime) Regulations 2023; its text says the contract had not yet been formally awarded and was subject to a standstill, although the contracting data records an active award and active contract. The contract was signed on 24 September 2026. Its value is £2,523,262 excluding VAT, for a proposed 30-month term with service commencement anticipated in October 2026. The standstill ended at midnight on 9 October 2026. The process used the Most Suitable Provider route. Assessment weighted integration, collaboration and sustainability, and improving access, reducing health inequalities and facilitating choice, at 30% each; value at 20%; and quality and innovation and social value at 10% each.

This requirement favours providers able to deliver joined-up community women’s healthcare across Berkshire West, rather than a standalone clinic service. A credible competitor would need evidence of established working relationships across the local health and care system, including primary care and Royal Berkshire NHS Foundation Trust, and experience delivering women’s health services. It would also need a predominantly GP- and nurse-led workforce with suitable local capacity, and the ability to support clinical governance, multidisciplinary working, triage, advice, community treatment and appropriate onward referral. Digital interoperability with GP records and local systems, effective ultrasound arrangements, and practical outreach to underserved and marginalised populations are important capabilities. The assessment placed substantial emphasis on integration and collaboration, and on improving access and tackling health inequalities; evidence of sustainable delivery, value, quality, innovation and social value also shaped provider selection.
