Notice Description
Following consideration of the contractual position at the Northern Medical Centre and the expiry of the existing APMS contract, NHS West and North London Integrated Care Board (WNL ICB) on 29 June 2026 concluded that there was no further provision to modify the existing contract. The decision was therefore to award a temporary APMS contract under the Provider Selection Regime (PSR) Regulation 14 (Urgent Award) to The Islington GP Group Limited for an initial period of three months, with the option to extend for a further 3 + 3 months, to provide continuity of service while procurement arrangements are completed.

NHS West and North London Integrated Care Board (WNL ICB) considered the contractual arrangement at the Northern Medical Centre on 29 June 2026 as confirmed at the Primary Care Commissioning and Contracting Group meeting (PCCCG) held on the same day. Following consideration of the contractual position and the forthcoming expiry of the existing APMS contract, the ICB concluded that there was no further contractual provision available to modify the current contract. All decision-makers completed the appropriate conflict of interest considerations, and no conflicts of interest were identified. The decision was therefore to award a temporary APMS contract under Regulation 14 (Urgent Award) of the Health Care Services (Provider Selection Regime) Regulations 2023, to The Islington GP Group Limited, for an initial period of three months, with the option to extend for two further periods of three months (3 + 3 months). This will ensure continuity of primary care services while procurement arrangements are completed. This notice relates to a Provider Selection Regime (PSR) contract modification. The modification has been made under the urgent circumstances provisions of the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The contract has now been formally modified.

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The award was made by NHS WNL ICB Primary Care Commissioning and Contracting Group under Regulation 14 (Urgent Award) of the Health Care Services (Provider Selection Regime) Regulations 2023. The existing APMS contract was due to expire and there was no contractual provision available to further extend or modify the contract. An urgent award was therefore required to ensure continuity of primary medical services and to avoid any disruption to patient care while longer-term procurement arrangements are completed. The decision was made on 29 June 2026 by the Primary Care Commissioning and Contracting Group acting on behalf of WNL ICB. The decision-makers considered the contractual position, the imminent expiry of the existing APMS contract, and the need to maintain uninterrupted primary care services for registered patients. Following this assessment, it was determined that Regulation 14 applied because immediate contractual arrangements were necessary to secure service continuity pending completion of a longer-term procurement process. The contract was awarded for an initial period of three months from 1 July 2026 to 30 September 2026, with the option to extend for two further periods of three months if required. The maximum potential contract term is therefore nine months. As the total contract length does not exceed 12 months, no further justification regarding contract duration is required. There were no conflicts of interest identified among the decision-making group. All members present were asked to declare any actual, potential or perceived conflicts of interest in accordance with NCL ICB governance arrangements, and no conflicts of interest were declared. Consequently, no specific mitigating actions were required, and all members were able to participate fully in the discussions and decision-making process.
