Summary of the contracting process

The Improvement and Development Agency for Local Government (IDeA), part of the Local Government Association, seeks a provider to design and develop a two-day, in-person devolution training programme for councillors. The course is intended to build councillors’ leadership understanding of devolution and is planned for delivery during 2026/27. The requirement covers both creating the programme and delivering the training. This is a specialist learning and development service for local government rather than a purchase of goods or construction work. The tender is organised as one lot, covering the programme design and training delivery together. The buying organisation is based in London; the training is described as in person, but no delivery venue or locations are stated.

The buyer invited offers through a below-threshold open competition. The process reached the tender stage. The deadline for enquiries was 8 October 2026 at 16:00, and the submission deadline was 26 October 2026 at 17:00. The planned contract period runs from 2 November 2026 to 1 August 2027, with an option to extend once for a further 12 months. The estimated value is £7,000 excluding VAT (£8,400 including VAT). There is one lot. Award is based on quality, weighted at 80%, and cost, weighted at 20%. The buyer reserves discretion over the extension, subject to satisfactory performance, continuing need, available funding and agreement on pricing; any extension may include further cohorts, programme updates, workshops, evaluation and facilitation support.

This opportunity suits providers with experience designing and delivering in-person leadership or professional development for councillors or other local government audiences, and with a sound understanding of devolution. Suppliers will need to turn the subject into a coherent two-day programme as well as facilitate its delivery, so capability across both learning design and training delivery is relevant. The strong weighting for quality makes the strength and suitability of the proposed programme important alongside price. The single-lot arrangement means the buyer is seeking an offer that covers the whole requirement, although the published terms do not rule out suppliers working with delivery partners. The contract is described as suitable for small and medium-sized businesses and voluntary, community and social enterprises, making it relevant to specialist training firms and mission-led providers as well as larger learning organisations.
