Summary of the contracting process

Gateshead Borough Council intends to establish a framework for providers of extra-care services across Gateshead. Extra care combines housing with care and support, enabling people to live as independently as possible while receiving help suited to their needs. The procurement is for health and social care services (CPV 85000000). The council is engaging with care providers to understand market interest and gather feedback that will help shape the framework’s procurement approach and service requirements. Delivery is across Gateshead. The framework is intended to support the provision of extra-care services rather than a single specified service package, with the service requirements still being developed through engagement with the market.

This is at the planning stage: the council has announced its intention to procure and is undertaking preliminary market engagement, not inviting tenders. It expects to use an open procedure to establish a framework agreement. The planned contract period runs from 1 April 2027 to 1 April 2034. The council’s stated estimated value is £0 gross. The procurement is planned as one lot and is marked as suitable for small and medium-sized businesses. A market engagement event is scheduled online through Microsoft Teams for 16 November 2026, 2pm to 3pm; providers are expected to register by 11 November 2026 by returning the questionnaire available through open-uk.org. The council expects to publish a further procurement notice by 4 January 2027. No award criteria are set out at this planning stage.

This is most relevant to care providers able to deliver extra-care services in Gateshead and interested in joining a multi-year framework. The council is seeking market feedback from providers to inform the service requirements and procurement approach, so suppliers with practical experience of extra-care delivery may be well placed to contribute to the market engagement and prepare for the later procurement. Small and medium-sized providers are expressly considered suitable, and the single-lot structure means the planned procurement is not divided into separate service lots. The framework may suit organisations with the capacity to provide care and support over an extended period. The council has not yet described specific service standards, qualifications, accreditations, staffing requirements or evaluation priorities; these may be shaped through engagement.
