Summary of the contracting process

The Greater London Authority (GLA), through Transport for London, commissioned a second phase of research into co-design and co-investment in adult skills provision. The work tests findings and recommendations from earlier research with industry stakeholders, including Sector Talent Boards and other partners. It examines how the interim Sector Talent Board model is operating in practice and how recommendations can be applied, supporting stronger partnerships between employers, skills providers and local government. This is research and stakeholder engagement rather than the direct delivery of training. The requirement is classified as research services. The recorded delivery location is the United Kingdom.

The procurement is complete and the contract has been awarded to Centre for Thriving Places Ltd. It was run as a below-threshold limited competition. The contract was signed on 25 August 2026, with a contract period from 25 August 2026 to 28 February 2027. The contract value is £46,087 excluding VAT (£55,304 including VAT). There was one lot, covering the research work. The published data does not set out the evaluation criteria or eligibility requirements, so the award basis beyond the limited competition route is not described.

For suppliers considering similar future research for the GLA, the award indicates demand for applied research that tests policy recommendations against how sector partnerships work in practice. A credible competitor would need to design and conduct engagement with industry stakeholders, including Sector Talent Boards, and turn evidence from that engagement into practical advice on applying research findings. Experience connecting employers, skills providers and local government would be relevant to this particular requirement, alongside the ability to understand adult skills provision and assess partnership models. The selected supplier is an SME and social enterprise, showing that this work was delivered by a smaller specialist organisation; that alone does not establish a formal preference or qualification requirement.

Notice Title

Co-Design and Co-Investment Research Phase 2

Notice Description

In 2025, the GLA commissioned research to explore effective models of co-design and co-investment in adult skills provision. The research examined examples of best practice and identified lessons to support stronger partnerships between industry, skills providers and local government. The work culminated in a report setting out key findings and recommendations. To maximise the value and impact of this research prior to publication, the GLA identified a requirement for a second phase of work. This phase will test the findings and recommendations with industry stakeholders, including the Sector Talent Boards (STBs) and other key partners, to understand how the interim STB model is operating in practice and how the recommendations can be effectively applied.
