Summary of the contracting process

Stockport Metropolitan Borough Council is seeking a lead provider for a programme helping economically inactive residents who are furthest from the labour market and face complex needs. The service is intended for people not reached by mainstream provision, including residents referred through the council’s Work & Skills Navigators. It should identify and address individual barriers through one-to-one key-worker support and a varied menu of activities, helping participants move towards employment where appropriate, education or training, or further support. The programme is also intended to reduce social isolation and improve equality of opportunity in the labour market. Delivery is centred on Stockport, with outreach to communities whose residents are not currently accessing the support they need. The work is employment-support and community services, with health-related services also classified in the procurement.

The council invited offers through an open procedure. The tender submission deadline was 30 October 2026 at 16:00 UTC, and the stated deadline for enquiries is not included here. The estimated contract period runs from 4 January 2027 to 30 March 2029. The estimated value is £870,000 excluding VAT (£1,044,000 including VAT). This is a single-lot contract. Evaluation is based on quality and price: outcomes carry 25%, service delivery 15%, overcoming barriers to employment and progression 10%, employer engagement 10%, and social value 20% (split between qualitative and quantitative assessment); price carries 20%. The procedure uses the UK’s Procurement Act 2023. The stated bid submission route is an online portal, and bids may be submitted in English.

This opportunity is suited to organisations able to act as a lead provider and deliver person-centred employment support for people with complex needs, including those who are economically inactive and poorly served by mainstream provision. Strong candidates will be able to provide one-to-one key-worker support, design and coordinate a flexible range of interventions, and help participants progress towards work, education, training or suitable ongoing support. The requirement also calls for effective community outreach, particularly among Stockport communities not currently accessing support, and sustained collaboration with the council and local stakeholders. Providers should be able to engage employers and demonstrate outcomes, including progress in addressing barriers and improving participants’ prospects. Social value is a substantial part of the quality assessment, so bidders should be prepared to explain and quantify their contribution. No specific accreditation or minimum capacity requirement is stated.

Notice Description

Stockport Metropolitan Borough Council Economy Work & Skills Service is seeking to procure a lead provider to deliver a programme of activity which supports economically inactive Stockport residents who are furthest away from the labour market, with complex needs (including those who are not engaged with mainstream provision and those accessing work and skills triage support via our Work & Skills Navigators) to address barriers and achieve positive onward destinations The design of the delivery is based around a set of 'Key Principles' and a 'Menu of Interventions' and activity should reach out to and attract residents from some of Stockport's communities who are not currently accessing the support they need to overcome barriers, helping them to them make positive progressions towards their goals and aspirations. Advancing equality of opportunity in the labour market, and reducing social isolation are key drivers for this programme and participants should be given the opportunity to access person-centred, one-to-one support via a Key Worker model, to enable them to participate in activities which have a positive impact on their life, address personal challenges and needs, and improve their life chances. The delivery model should offer a varied menu of engaging interventions which will address the most significant or pressing barriers that a participant is facing and help them on their pathway into employment (where this is right for the individual), education/training or further ongoing support. Ongoing community engagement and integration is a crucial aspect of this programme, as well as collaboration and partnership working with Stockport Council and other key local stakeholders, in order to support residents needs and ambitions.
