Summary of the contracting process

NHS Thames Valley Integrated Care Board commissioned a local primary care clinical assessment and emergency department revalidation service for Frimley Integrated Care System patients in Bracknell, the Royal Borough of Windsor and Maidenhead, and Slough. The service provides clinical assessment, diagnosis and treatment, with suitable premises for face-to-face appointments and cars with drivers for home visits. It must work interoperably with the local 111 service, provided by South Central Ambulance Service NHS Foundation Trust, and integrate with other health and care services so patients can move smoothly through urgent and emergency care. This is a healthcare service combining clinical provision, patient accommodation, transport and coordination across local services.

East Berkshire Primary Care was selected for the contract through the Provider Selection Regime’s Direct Award C route. The contract is recorded as active and signed on 21 September 2026. Its 12-month term is due to start on 1 April 2027, with a stated contract value of £1,177,401. The evaluation gave 80% weight to whether the existing provider was meeting its contract and was likely to continue meeting the proposed contract to the required standard, and 20% to price. The stated statutory assessment also considered quality and innovation, value, integration and sustainability, access and health inequalities, choice, and social value. Providers could make representations to decision-makers by midnight on 13 October 2026.

This contract shows demand from NHS Thames Valley ICB for an integrated local urgent-care service combining clinical assessment and treatment with face-to-face premises, home-visit transport, and links to 111 and other health and care services. A credible supplier for a comparable requirement would need to demonstrate that it can coordinate patient journeys across services and provide the clinical, accommodation and transport capacity across Bracknell, Windsor and Maidenhead, and Slough. The buyer’s assessment favoured evidence that the incumbent had delivered the existing contract satisfactorily, supplied the required documentation, information and policies, and complied with the applicable NHS APMS contract. Suppliers should therefore be able to evidence reliable performance against service requirements and meet the relevant contract and regulatory obligations, as well as offer competitive pricing.
