Summary of the contracting process

NHS Thames Valley Integrated Care Board is commissioning an urgent care centre in Reading. The service operates seven days a week and accepts patients referred through NHS 111, general practice and primary care clinical assessment services, as well as people who present themselves. This is a healthcare service rather than a supply of goods or construction work. The commissioner is Thames Valley ICB; NHS South, Central and West Commissioning Support Unit carried out the procurement on its behalf. The centre is intended to provide local urgent care access for people in the Reading area, with several routes into the service.

The process has reached the award stage: Berkshire West Primary Care Alliance was selected through a Provider Selection Regime Direct Award C, without a competition. The contract was signed on 21 September 2026. Its term is 12 months from 1 April 2027, with an optional further 12-month extension. The stated expected value is £1,507,806 for the initial term and £3,015,612 over the full term including the extension; the signed contract value is £3,015,612. Assessment used five statutory considerations: quality and innovation, value, integration and sustainability, access and health inequalities, and social value. The recorded criteria weighted the incumbent provider’s ability to deliver satisfactorily at 80% and price at 20%.

For providers assessing comparable future requirements from Thames Valley ICB, this award indicates demand for a seven-day urgent care service in Reading, accessible through NHS 111, general practice, primary care assessment services and walk-in presentation. A credible provider would need to demonstrate the ability to maintain safe, reliable clinical delivery across these access routes and meet the commissioner’s service specification. The selected organisation was assessed on its record under the existing contract, including safeguarding, service standards, quality and schedule reporting, correct local pricing and invoicing, and compliance with NHS contract conditions and information governance. Evidence of sustained service performance and robust operational and reporting systems will therefore matter alongside value for money, collaboration, improved access, reduced health inequalities, innovation and social value.
