Summary of the contracting process

NHS Thames Valley Integrated Care Board is commissioning an out-of-hours primary care service for the East Berkshire area. It provides continued access to essential primary care for people who are, or believe they are, acutely ill and need urgent attention that cannot safely wait until the next day or the end of the out-of-hours period. The service also covers primary care protected learning time and provides an outbreak response. This is a health services contract, delivered across East Berkshire. NHS South, Central and West Commissioning Support Unit carried out the procurement on behalf of the commissioners.

The process is at intention-to-award stage under the Provider Selection Regime: the published account says the contract has not yet formally been awarded, despite recording an active award and contract. The commissioner selected East Berkshire Primary Care Out of Hours Services Ltd through PSR Direct Award C, with no competitive call for bids; one bid is recorded. Representations were due by midnight on 13 October 2026. The contract was signed on 21 September 2026 and is expected to run for 12 months from 1 April 2027. Its expected value is £5,527,771. Evaluation considered whether the existing provider was delivering satisfactorily and likely to do so under the proposed contract (80%) and price (20%).

For suppliers assessing comparable future work from NHS Thames Valley ICB, this outcome indicates demand for a provider able to sustain urgent out-of-hours primary care across East Berkshire, cover protected learning time and deliver an outbreak response. The selected provider was judged against its performance under the existing contract, including compliance with the applicable NHS APMS contract, and its likelihood of maintaining the required standard. Credible competitors would therefore need evidence of reliable delivery across these service elements, the policies and documentation needed to meet NHS contract requirements, and the operational capacity to serve people with urgent care needs across the area. The assessment also placed substantial weight on quality alongside price, and considered innovation, value, integration and collaboration, service sustainability, access, health inequalities, choice and social value. This suggests providers should be able to demonstrate those outcomes as well as cost control.
