Summary of the contracting process

NHS Cheshire and Merseyside Integrated Care Board is planning non-emergency patient transport services across Cheshire and Merseyside. The service is intended to provide safe, effective and timely journeys for eligible patients, including planned and unplanned transport, hospital discharges and short-notice journeys. It may also cover priority journeys for patients attending time-critical treatment, including renal dialysis and oncology. The proposed scope includes booking, scheduling, dispatch and operational management, as well as suitable vehicles, equipment and trained staff. Delivery would take place across Cheshire and Merseyside, with a face-to-face market engagement session planned in Warrington.

This is at the planning stage: the ICB is seeking market feedback before finalising the service model, specification, financial arrangements and procurement approach. A market engagement event is planned; it is not a competition and participation does not commit the ICB to procure or award a contract. A subsequent provider selection process is intended to follow the Health Care Services (Provider Selection Regime) Regulations 2023. The ICB expects a further notice on 16 November 2026. This follows abandonment of Lot 1 of an earlier North West procurement because of an error in its published tender documents; the ICB is revising documents, governance and assurance arrangements before restarting. No contract value or budget is stated.

The requirement is likely to suit providers able to coordinate patient transport operations across a broad area, with capacity for planned journeys, short-notice requests, hospital discharge and enhanced-priority trips to time-critical treatment. Relevant delivery capability includes booking and scheduling, dispatch, vehicle and equipment provision, and a trained workforce. Providers should be prepared to explain how they would mobilise the service and address workforce arrangements, including TUPE. The ICB is seeking views on market capacity, service scope, activity and financial arrangements, including its proposed cap-and-collar model, as well as quality, sustainability, patient experience, value and barriers to participation. These points signal areas likely to shape the future specification; no particular accreditation or supplier qualification is stated.
