Summary of the contracting process

Natural England is seeking a facilitator to design and run 12 workshops for staff working on its National Nature Reserves (NNRs). The sessions will identify opportunities for change across the NNR estate, supporting the agency’s strategies and standards, stronger collaboration and partnerships, and decisions about investment, funding and its future role. Natural England invited quotations through a below-threshold open competition. Suppliers were asked to submit their quotation by email, following the requirements in the Request for Quotation; the buyer set the submission deadline as 9am on 14 October 2026. Clarification questions were to be sent by email, with questions and responses circulated to tenderers unless commercially sensitive. The contract period runs from 26 October 2026 to 31 March 2027, while the workshops themselves are expected between late October and early December 2026. The estimated contract value is £18,000 excluding VAT and £25,000 including VAT. This is a single-lot requirement, marked as suitable for small and medium-sized businesses. This opportunity is suited to facilitators able to plan and lead collaborative workshops for staff involved in managing nature reserves. Suppliers need to create sessions that draw out attendees’ knowledge and encourage substantial participation, helping Natural England identify practical opportunities for change across sites. Relevant experience may include facilitation, stakeholder engagement, organisational or estate reviews, and environmental or conservation settings; the work also calls for the ability to understand the pressures of managing a geographically dispersed network of protected sites. Delivery requires capacity to run 12 sessions of around five hours at different offices or reserve sites throughout England over a concentrated period. Small and medium-sized businesses are expressly considered suitable. Background: Our ambition is that NE managed NNRs demonstrate and deliver the NE Strategy and the NNR Strategy and standards. We want to maximise the strength of each site, our collective skills and our resources; be clear on Natural England's role, and place greater emphasis on collaborative partnerships. We want an estate that is legally and contractually compliant, is safe and welcoming to our annual visitors aregistered volunteers and is also affordable and deliverable. This project will consider where Natural England will invest, including Grant in Aid, income and other sources of funding and where we might change our role. On-going estate management, including improvements and efficiencies, will be delivered whilst the review takes place. Provide a brief description of the service, e.g. estimated timescales and location. Include an overview of the information suppliers would need to decide whether they would be interested in an opportunity. Contract requirements: Workshops: There will be 12 workshops taking place across England to engage with staff working on NNRs in order to identify opportunities for change. These will be around 5 hours each, taking place in local offices or NNR sites. A facilitator is required to design and deliver these, maximising the collaboration and input to the session by attendees. Timing: These will be taking place between late October and early December 2026
