Summary of the contracting process

Apex Housing Association is seeking a licensed supplier to provide electricity to communal landlord areas and other buildings across Northern Ireland. The requirement covers a single, integrated supply arrangement across its portfolio rather than separate contracts by tariff, site type or area. The contract includes a changing number of sites and Meter Point Reference Numbers: Apex may add or remove sites during the supply period. Historic and estimated consumption information and site details are provided for pricing and evaluation, but do not guarantee a minimum level of electricity use. The service is variable-price electricity supply, with the supplier’s margin fixed for the contract’s maximum term and energy and applicable pass-through charges changing under the agreed pricing method.

Apex invited offers through an open procedure. The tender submission deadline was 27 October 2026 at 12:00, and the stated award decision date was 16 November 2026. The single integrated contract was estimated at £1.7 million including VAT and is for an initial 12 months, anticipated to start on 18 December 2026, with one optional extension of up to a further 12 months; the maximum term is 24 months, ending by 15 December 2028. Bids are evaluated solely on price, using the Tender Evaluation Sum, weighted at 100%. Tenderers must price the requirement using the buyer’s pricing document. Prices must exclude VAT and Climate Change Levy; applicable statutory charges are added at the rates in force.

This opportunity is suited to electricity suppliers holding an appropriate supply licence issued by the Northern Ireland Utility Regulator; suppliers without that licence are not eligible to tender. Bidders need to price a portfolio spanning communal landlord areas and other buildings throughout Northern Ireland, using the consumption, site and meter information supplied for evaluation. They must be able to manage variable electricity and pass-through costs while keeping their own supplier margin fixed throughout the maximum contract term. The contract’s single-portfolio approach favours suppliers able to handle changing site numbers and provide integrated billing, account management, reporting and contract administration. Since price is the sole evaluation basis, competitive pricing against the specified Tender Evaluation Sum is central to the bid.
