Summary of the contracting process

Durham County Council is seeking multiple providers to carry out community removals for HM Coroners. The services fall within funeral and related services and are intended to meet the Council’s operational requirements for removals in the community. Delivery is in County Durham. Providers appointed to the list may be invited to respond to requests for services; appointment does not guarantee work or require the Council or another contracting authority to use an appointed provider exclusively. The Council expects service needs to evolve, potentially affecting the scope or delivery model, mortuary location or volume of services, as well as reflecting changes to statutory duties, regulation, inspection requirements or best practice.

The Council invited offers through an open procedure for a single lot, with the tender published on 1 October 2026. The enquiry deadline was 19 October 2026 at 12:00 and the submission deadline was 2 November 2026 at 12:00. The stated estimated value is £1.5 million excluding VAT (£1.8 million including VAT). The initial contract period runs from 1 December 2026 to 30 April 2028, with provision for four 12-month extensions, subject to budget and commissioner approval; the maximum period ends on 30 April 2032. Evaluation is based on a pass/fail assessment of contract-specific essential criteria. Electronic submission is permitted, and applications are in English.

This opportunity suits providers able to deliver community removal services for HM Coroners and meet the contract-specific essential criteria. The Council is seeking multiple providers, and small and medium-sized businesses are considered suitable for the requirement. The arrangement offers access to invitations to provide services rather than a guaranteed workload: there is no minimum service volume or expenditure, and appointment does not secure exclusive use. Suppliers should be able to accommodate potential changes to service scope, delivery model, mortuary location and volume, and respond to evolving legal, regulatory, inspection and best-practice requirements. The agreement allows for extensions, subject to budget and commissioner approval. These features favour providers with operational flexibility and the capacity to respond to service requests across County Durham.

HM Coroners Community Removals list

Notice Description

The Council is seeking multiple providers that can provide community removal services. Further details of the requirements are set out in Document 3a Specification. The List will ordinarily remain open to applications on an ongoing basis. However, the Council reserves the right to close the List where it is satisfied that sufficient providers have been admitted to meet operational requirements. The Council at its sole discretion, may subsequently reopen the List or invite further applications at any time. The Contract does not include any guarantee of any minimum volume of services, or any minimum expenditure. Furthermore, appointment under the Contract does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Contract or an individual supplier for such requirements. Each Provider should understand that their submission constitutes an acceptance to the Council of the terms of the Contract. The contract affords the Provider merely the opportunity to respond to an invitation from the Council for the provision of services.
