Summary of the contracting process

Leicestershire Partnership NHS Trust, acting as lead provider for adult eating disorder services across the East Midlands, commissioned specialist inpatient care for adults with eating disorders. The service is intended to provide hospital-based specialist care in line with relevant national standards and service requirements. The delivery location is Leicestershire. Northamptonshire Healthcare NHS Foundation Trust’s procurement department worked collaboratively with the Trust, but the contract and procurement remain the responsibility of Leicestershire Partnership NHS Trust. This is a specialist mental health service requirement, rather than a general hospital or community-care contract.

The procurement is complete and the contract was awarded to Cygnet Health Care Limited. The award was made on 1 April 2026 for a fixed one-year period, from 1 April 2026 to 31 March 2027. The contract value is £3,144,587.84. Leicestershire Partnership NHS Trust used the Provider Selection Regime’s Most Suitable Provider process as a direct award without a prior competition. The Trust assessed the existing provider’s performance and its expected ability to meet the requirement, noting that the service was substantially unchanged and that there was no realistic alternative provider. Quality carried all the stated evaluation weight; cost carried none. One supplier bid. The procurement was arranged as a single lot, with no option to extend or make additional purchases recorded.

For a future requirement of this kind, credible providers will need to deliver specialist adult eating disorder inpatient care and demonstrate that their service meets applicable national standards and the buyer’s service requirements. The contract shows demand for a substantial, dedicated inpatient service for the East Midlands, with the ability to provide care according to clinical presentation and bed availability. The selected provider’s existing service, satisfactory performance and assessed capacity to continue were central to the direct-award decision; a prospective competitor would therefore need strong evidence of equivalent service quality, dependable operational capacity and relevant delivery experience. The service provider must operate under its own Care Quality Commission registration. This is a specialist clinical-provider opportunity, not a general health-services requirement.
