Summary of the contracting process

Hull City Council is seeking a provider for an Adoption and Fostering Medical Advisory Service. The service involves medical personnel supporting the council’s adoption and fostering work; the procurement description directs interested organisations to the tender documents for further service requirements. The buying organisation is Hull City Council, and the service is for its work in Hull. This is a healthcare service rather than a supply of goods or a works contract. The tender is arranged as a single lot, covering the service as one package. The council identifies the opportunity as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The buyer invited tenders through a one-stage competitive process under the Provider Selection Regime, using an open competition. The tender submission deadline was 16 October 2026 at 11:00 UTC; the deadline for enquiries was 9 October 2026 at 11:00 UTC. The anticipated contract period runs from 4 January 2027 to 31 December 2030, with an option, at the council’s discretion, to extend for two further 12-month periods. The estimated annual service value is £60,000. The stated total estimated value is £180,000 excluding VAT and £216,000 including VAT. Award criteria are set out in the tender documents. Incomplete bids are to be eliminated from further consideration.

This opportunity is suited to organisations able to deliver medical advisory services for adoption and fostering within a local-authority setting. The council considers the requirement suitable for SMEs and for voluntary, community and social enterprises, so smaller specialist providers and mission-led organisations may be relevant bidders as well as larger healthcare providers. The service is procured as one package, requiring a provider able to cover the full requirement rather than bid for separate service lots. The published description identifies medical personnel services but gives no detailed professional qualifications, accreditation standards, staffing levels, or prior-experience thresholds. Providers should therefore assess the tender documents for the detailed service specification and award criteria, and ensure every requested submission document is completed, since incomplete bids are excluded from further consideration.
