Summary of the contracting process

Stockport Metropolitan Borough Council is buying children’s rights and advocacy services, together with independent visitors for children in care. The service is for Stockport children and young people aged 0–25 who have a social worker or personal adviser. This includes those supported through a Team Around the Child plan at Tier 3, a child protection plan or pathway plan, looked-after children, and care leavers with a personal adviser. The purpose is to meet the council’s statutory duties and give eligible children and young people access to advocacy and independent visiting. The service is delivered in Greater Manchester, for Stockport residents.

The council invited offers through an open competition. The tender deadline was 5 November 2026 at 12:00 UTC, and the deadline for enquiries was 29 October 2026 at 12:00 UTC. The contract is due to run from 1 April 2027 to 31 March 2030, with an option to extend for a further two years, to 31 March 2032. The stated contract value is £175,000 excluding VAT (£210,000 including VAT). The contract is a single lot. The award is based on the most advantageous tender, assessed using a combination of quality and price criteria; the detailed scoring and weightings are set out in the tender documents. Participation is reserved for small businesses and voluntary, community or social enterprises based in Greater Manchester.

This opportunity is suited to small businesses and voluntary, community or social enterprises based in Greater Manchester that can deliver child-focused advocacy and independent visitor support. Suppliers should be equipped to work with a broad range of children and young people, from early childhood to age 25, including those with social workers or personal advisers and those subject to child protection, care or pathway planning. Relevant experience engaging with children in care, care leavers and children facing safeguarding or welfare needs will be important to delivering the required service. The contract covers a sustained service across multiple years, so bidders need the organisational capacity to provide consistent support and work with local authority teams over the contract term.
