Summary of the contracting process

Newham Council is planning a procurement for semi-independent living and supported accommodation services for looked-after children and care leavers aged 16 and over, including people aged 18 and over moving towards independent living. The services may include standard or high-needs accommodation, floating support delivered independently or in shared housing, and support-only provision. The buying organisation is the London Borough of Newham, and the services are for Newham. The procurement sits within the council’s broader system for commissioning homes and support for children in care and care leavers.

This is at the planning and market-engagement stage, not an invitation to tender. Newham expects to use its pseudo dynamic purchasing system (PDPS), with this activity relating to Lot 1, Round 7. The council plans a virtual Meet the Buyer event on 20 October 2026, from 11:00 to 12:00, for prospective providers to clarify the tender process and give general feedback. Providers can submit questions when registering; answers are to be shared with attendees and included in the tender documents for the latest published round. No contract value or duration is stated.

The process is relevant to providers of semi-independent living and supported accommodation for young people, including organisations able to support higher-needs residents, provide floating support, operate shared accommodation or deliver support without accommodation. The stated service range also includes accommodation for people aged 16 and over and 18-plus independent living. Providers should be prepared to understand and meet the requirements for supported accommodation regulated by Ofsted. The planned engagement is intended to help organisations understand the PDPS tender requirements and raise questions with commissioners before the later tender stage. It is a preparation opportunity for suitable service providers, rather than a chance to submit a bid now.
