Summary of the contracting process

Kings Langley School is seeking a contractor to provide cleaning services at its co-educational secondary school in Kings Langley, Hertfordshire. The school has 1,126 pupils aged 11 to 18 and 125 teaching and support staff. The cleaning requirement covers the school and its administrative offices, where cleaning is currently provided under a standalone contract. The appointed partner is expected to deliver consistently high standards and a reliable service for pupils, staff and visitors. The work is school cleaning (CPV 90919300), delivered at the school in Kings Langley. The buyer is Kings Langley School; Cohesion Consulting is managing the procurement on its behalf.

The buyer invited offers through a two-stage Competitive Flexible Procedure, beginning with a Procurement Specific Questionnaire and followed by an Invitation to Tender for shortlisted suppliers. Expressions of interest were due by 6 November 2026 at 13:00. The planned contract runs from 1 April 2027 to 31 March 2030, with two possible one-year extensions, subject to performance and contract terms; the latest stated end date is 31 March 2032. The estimated value is £1,015,000 excluding VAT (£1,218,000 including VAT). Evaluation weights the tender response at 50%, financial evaluation at 25% and presentation at 25%. Electronic submission is permitted, and submissions are in English. The submission deadline was updated.

This suits established school-cleaning contractors able to provide a dependable service at secondary-school scale and demonstrate operational capability, relevant experience and a record of delivering high cleaning standards. Bidders need to offer a TUPE-compliant, workable staffing and operating plan, with a credible and guaranteed operating cost. The school expects suppliers to meet agreed input hours, audit requirements and KPI targets, and to deliver any promised investment or service improvements. Strong proposals will explain how they can review and improve staffing levels, cleaning methods, equipment, materials and working practices, while maintaining reliability and responsiveness. The buyer welcomes sustainable methods and investment in modern equipment or technology. Suppliers should be able to balance quality and consistent delivery with value for money and financial sustainability; price alone is not the stated basis for choosing a partner.
