Summary of the contracting process

UK Research & Innovation (UKRI) is seeking services to support trusted AI adoption across the UK’s financial and professional services. The programme aims to help position the UK as a global leader, improve productivity and develop approaches that can be used more widely across the economy. The work is divided into three areas: cross-cutting regulation and assurance, financial services, and legal services. Suppliers may offer expertise in one of these areas. Delivery is across the United Kingdom.

UKRI invited offers through an open procedure. The procurement is divided into three lots: cross-cutting regulation and assurance, financial services, and legal services. Bids may cover any or all lots, but a supplier may bid for and be awarded no more than one lot. The overall estimated value is £800,000 excluding VAT (£960,000 including VAT); Lot 1 is £200,000 excluding VAT (£240,000 including VAT), and Lots 2 and 3 are each £300,000 excluding VAT (£360,000 including VAT). The contract period is 17 December 2026 to 11 July 2027, with optional further work for three months, subject to a decision gate and budget approval. Enquiries were due by 29 October 2026 at 14:00; bids by 5 November 2026 at 14:00. Quality carries 90% and price 10% of the evaluation for each lot.

This opportunity is suited to consultancies and specialist organisations with strong technical and quality-led expertise in trusted AI adoption. Relevant capabilities include advising on regulation and assurance, applying AI in financial services, or understanding AI-related issues in legal services. Suppliers should be able to develop practical approaches that support productivity and can be scaled beyond individual organisations or sectors. SMEs and voluntary, community and social enterprises are identified as suitable participants for all three lots. The procurement has distinct subject areas, allowing a supplier to focus its offer on a relevant specialism; however, each supplier is limited to one bid and one award. The evaluation gives substantially greater weight to technical and quality considerations than to price.
