Summary of the contracting process

NHS Thames Valley Integrated Care Board is commissioning a community ophthalmology triage service. It diagnoses and prioritises specific eye conditions that do not require secondary-care treatment but fall outside the core primary care contract. The service currently covers East Berkshire, with potential to expand across the Thames Valley ICB area. This is a clinical ophthalmology service rather than a purchase of equipment or construction work. NHS South, Central and West Commissioning Support Unit carried out the procurement on the commissioners’ behalf. The service is intended to support assessment and prioritisation of patients in the community, keeping suitable cases outside secondary care while directing care according to clinical need.

The process reached an intention-to-award stage under the Provider Selection Regime’s Direct Award C route. Evolutio Care Innovations Limited was selected; the contract is recorded as active and signed on 28 September 2026. The stated contract period starts on 1 January 2027, with an initial 12-month term and an optional further 12-month extension. The expected value is £140,000 for the initial term and £140,000 for the extension, giving a stated lifetime value of £280,000. The award assessment applied five statutory considerations: quality and innovation, value, integration and sustainability, access and health inequalities, and social value. The stated evaluation weighting gave quality 80% and price 20%; the decision relied on the provider’s satisfactory performance under its existing contract.

For providers competing for this type of work in future, the award indicates that credible delivery depends on operating a community-based ophthalmology triage service able to diagnose and prioritise relevant eye conditions beyond core primary care, with capacity to serve East Berkshire and potentially the wider Thames Valley. The selected provider was judged to have delivered its existing service satisfactorily, including meeting the service specification, safeguarding requirements, quality and activity reporting, correct local pricing and invoicing, and NHS contract conditions. Suppliers should therefore be able to evidence reliable clinical service delivery, sound information governance, compliance with NHS safeguarding and service standards, and effective reporting and billing processes. The assessment placed substantially greater weight on quality than price, while also considering innovation, integration, collaboration, sustainability, access, health inequalities, choice and social value.
