Summary of the contracting process

Learners’ Trust intends to procure cleaning services for its schools and other facilities across Sheffield, Derbyshire and Nottinghamshire. The work is a single service lot, covering the Trust’s cleaning requirements across several delivery areas. The Trust is looking to identify cleaning providers able to take on the service, rather than seeking a detailed service proposal at this initial stage. The buyer is Learners’ Trust, based in Sheffield. This is a substantial, multi-site cleaning contract that may suit providers with the operational reach to serve locations across the three counties and the ability to deliver services consistently across a group of education settings.

The procurement is at the planning stage. The Trust proposes a four-stage process: an initial expression of interest and shortlist of up to three contractors; full tender submissions from those shortlisted; interviews or presentations for up to two of the highest-ranked suitable contractors; and selection of a preferred bidder, subject to approvals. The Trust expects to publish the next notice by 13 November 2026. Its planned pre-tender engagement has a stated date of 6 November 2026. The estimated contract value is £3.5 million excluding VAT (£4.2 million including VAT). The planned service period is 1 April 2027 to 1 April 2030, with a possible extension to 1 April 2032. The procurement is one lot and is marked as suitable for SMEs.

The Trust is seeking providers with relevant cleaning-sector experience, the capability to deliver the service, sufficient operational capacity and general suitability to progress to a full tender. This early stage is intended to assess those qualities and identify contractors worth inviting forward; it does not require a full service proposal or detailed tender response. The process is designed to narrow the field before the more demanding tender evaluation, with interviews or presentations for the strongest suitable candidates. Suppliers experienced in delivering cleaning across multiple sites, particularly in education settings and across the specified areas, are likely to be well placed to demonstrate relevant experience and capacity. The stated SME suitability indicates that smaller providers may be able to compete, subject to showing they can meet the Trust’s operational needs.

Notice Title

Learners' Trust Cleaning Services Tender

Notice Description

Learners' Trust is seeking to identify suitably experienced and capable cleaning service providers to potentially undertake the Trust's cleaning services contract. This Expression of Interest ("EOI") represents Stage One of the Trust's proposed procurement process. The procurement is anticipated to comprise four stages: Stage One - Pre-Tender Expression of Interest: Initial assessment of prospective Contractors and shortlisting of up to three Contractors. Stage Two - Full Tender Specification and Application: Detailed tender submission and evaluation by shortlisted Contractors. Stage Three - Contractor Interviews / Presentations: Further assessment of the two highest-ranking suitable Contractors from Stage Two. Stage Four - Contract Offer and Award: Identification of a preferred bidder and progression to contract award, subject to the applicable approvals and processes. The Trust intends to invite up to three Contractors to participate in Stage Two. Following detailed evaluation of the Stage Two tender submissions, the Trust intends to invite up to two Contractors to participate in Stage Three. The purpose of this EOI is to establish which prospective Contractors demonstrate sufficient relevant experience, capability, operational capacity and general suitability to justify progressing to the full tender stage. Stage One is intentionally proportionate and concise. Prospective Contractors are not required to submit a full service proposal or detailed tender response at this stage.
