Summary of the contracting process

Central Bedfordshire Council is seeking a provider for supported living at Aldbanks. The service will support adults with eligible care and support needs, helping them build independence, maintain wellbeing and participate in their local community. Delivery is expected to be person-centred, safe and focused on outcomes, with residents’ choice and control central to the support. The provider will work with the Council, residents, families, health partners and other stakeholders. This is a social care service with accommodation (CPV 85311000), delivered in Central Bedfordshire, England.

The buyer invited offers through a two-stage Competitive Flexible Procedure. At stage one, suppliers were asked to submit a Participation and Selection Questionnaire; the four highest-scoring qualified suppliers are to be invited to stage two to submit full tender responses. Clarification questions were due by 26 October 2026 at 17:00, and questionnaire responses by 2 November 2026 at 12:00 noon. The contract is scheduled to run from 1 November 2027 to 31 October 2030, with an option to extend for up to four years, to 31 October 2034. Evaluation is weighted 50% on service-delivery methodology and quality, 40% on price and 10% on social value.

This opportunity suits an experienced supported-living provider able to deliver high-quality, person-centred support to adults with eligible care needs. Bidders need to show how they will manage service delivery, safeguarding, mobilisation and implementation, resident outcomes, partnership working, workforce arrangements and customer care. The service calls for effective collaboration with the Council, residents, families, health partners and other stakeholders, while promoting independence, wellbeing, choice and participation in the community. Suppliers should be prepared to set out measurable, relevant social value commitments alongside a competitive pricing proposal. The selection process narrows the field after stage one: only four qualified suppliers with the highest questionnaire scores proceed to the full tender stage.
