Summary of the contracting process

Central Bedfordshire Council sought a provider for supported living services at Aldbanks in Central Bedfordshire. The service is intended for adults with eligible care and support needs, helping them develop and maintain independence and wellbeing and take part in their local community. The provider would work with the Council, residents, families, health partners and other stakeholders to deliver safe, person-centred support focused on agreed outcomes, choice and control. The procurement concerns social work services with accommodation. The requirement combines direct support for residents with collaboration across care and health partners, and includes service delivery, safeguarding, mobilisation, resident outcomes, workforce arrangements and customer care.

The Council invited offers through a two-stage Competitive Flexible Procedure. This first stage required a Participation and Selection Questionnaire; the four highest-scoring qualified suppliers were to be invited to Stage 2 to submit full tender responses. The process was cancelled because the tender invitation was published in error; suppliers were directed to a corrected tender invitation for procurement information and submission requirements. The clarification-question deadline was 26 October 2026 at 17:00, and questionnaire responses were due by 2 November 2026 at 12:00 noon. The planned contract term was 1 November 2027 to 31 October 2030, with an option to extend by up to four years, to 31 October 2034. Evaluation was weighted 50% service quality and methodology, 40% price and 10% social value.

The requirement is suited to experienced supported-living providers able to deliver person-centred care to adults with eligible support needs and promote independence, wellbeing and community participation. Suppliers would need to show a credible approach to safe service delivery and safeguarding, mobilisation and implementation, resident outcomes, partnership working, workforce arrangements and customer care. Strong performance depends on working effectively with the Council, residents and their families, health partners and other stakeholders. Bidders should also be able to set out relevant, deliverable social value commitments and provide a competitive price. The process was cancelled after the original tender invitation was published in error; suppliers were told to use the corrected tender invitation for the procurement information, documents and submission requirements.
