Summary of the contracting process

Central Bedfordshire Council is seeking a provider to deliver supported living services at Aldbanks for adults with eligible care and support needs. The service is intended to help residents build independence, maintain wellbeing and take part in their local community. Delivery is to be person-centred, safe and focused on outcomes, with the provider working alongside the Council, residents, families, health partners and other stakeholders. This is a social care service with accommodation (CPV 85311000), rather than a supply of goods or construction work. The delivery location is in Central Bedfordshire, England.

The Council invited offers through a two-stage Competitive Flexible Procedure under the Procurement Act 2023. At the first stage, suppliers submitted a Participation and Selection Questionnaire; the four highest-scoring qualified suppliers were to be invited to submit a full tender. Clarification questions were due by 26 October 2026 at 17:00, and questionnaire responses by 2 November 2026 at 12:00 noon. The procurement value is £2,772,000 excluding VAT (£3,326,400 including VAT). The contract is scheduled to run from 1 November 2027 to 31 October 2030, with an option to extend by up to four years, to 31 October 2034. Tender scoring gives 50% to quality methodology, 40% to price and 10% to social value; award is to the most advantageous tender.

This requirement is suited to experienced supported-living providers able to deliver person-centred care and support to adults with eligible needs. Strong proposals will need to explain how services will be delivered, how safeguarding will be managed, how mobilisation will be handled, and how resident outcomes will be achieved. Workforce arrangements are also an explicit part of the quality assessment, so bidders should be able to demonstrate a credible staffing approach and the capacity to maintain safe, effective support. Providers must be prepared to work collaboratively with the Council, residents, families, health partners and other stakeholders. Social value commitments and outcomes relevant to the contract form part of the evaluation, alongside service quality and price.
