Summary of the contracting process

Central Bedfordshire Council is seeking a provider to deliver supported living services at Aldbanks for adults with eligible care and support needs. The service is intended to help residents build independence, maintain wellbeing and take part in their local community. Delivery involves person-centred support and collaboration with the Council, residents, families, health partners and other stakeholders, with an emphasis on safe, effective and outcome-focused care. This is a social work service with accommodation. The delivery location is in the Central Bedfordshire area.

The Council invited suppliers to compete through a two-stage Competitive Flexible Procedure under the Procurement Act 2023. At the first stage, suppliers submit a Participation and Selection Questionnaire; the four highest-scoring qualified suppliers are to be invited to Stage 2 to submit full tender responses. Clarification questions were due by 26 October 2026 at 17:00, and questionnaire responses by 2 November 2026 at 12:00 noon. The tender submission deadline was 5 November 2026 at 12:00. The estimated contract value is £2,772,000 excluding VAT (£3,326,400 including VAT). The initial term runs from 1 November 2027 to 31 October 2030, with an option to extend by up to four years, to 31 October 2034. Evaluation weights are methodology and service quality 60%, price 30%, and social value 10%; the contract is to go to the most advantageous tender.

This opportunity suits providers experienced in supported living for adults with eligible care and support needs, particularly those able to deliver person-centred care that promotes independence, wellbeing, choice and community participation. Providers need to demonstrate a robust approach to service delivery, safeguarding, mobilisation, resident outcomes and workforce arrangements. The Council expects collaborative working with residents and their families, health partners and other stakeholders, so relevant partnership experience will support a strong response. Suppliers must also be able to make credible, contract-relevant social value commitments and deliver them in practice. The two-stage process requires an initial participation and selection response before shortlisted providers prepare a full tender, making the ability to evidence relevant qualifications and capacity at the selection stage important.
