Summary of the contracting process

The Police and Crime Commissioner for Warwickshire, on behalf of Warwickshire Police, procured continued Selected Medical Practitioner services. The provider carries out independent specialist medical assessments and gives advice on Early Ill-Health Retirement and Injury on Duty cases, applying the relevant police pension and injury benefit regulations and guidance. This is specialist occupational medical work for police officers, rather than general workforce health provision. The service is delivered in Warwickshire.

The procurement is complete and the contract has been awarded directly to Platinum Occupational Health Limited, the incumbent provider, following an internal exemption process and without competition. The award decision was made on 24 September 2026. The contract runs from 25 November 2026 to 24 November 2027, with an optional 12-month extension at the authority’s discretion. The estimated contract value is £76,000 excluding VAT (£91,200 including VAT); actual spend may vary with the number of officers needing assessments and changes to regulations or guidance. The direct award decision considered specialist expertise, familiarity with the force and its requirements, and value for money, including comparison with framework rates and benchmarking against other police forces.

This award demonstrates demand for independent medical expertise at the intersection of occupational health and police pension and injury benefit rules. A credible competitor when this requirement next reaches the market would need clinicians able to assess ill-health retirement and injury-on-duty cases, provide defensible specialist advice, and work confidently with police-specific processes and regulations. Familiarity with the force’s operational requirements and the ability to offer value for money against framework alternatives and comparable police-force provision were important to the buyer’s decision. The service is a focused specialist requirement, not broad occupational health delivery; suppliers whose capability is limited to routine workplace health checks would be less well matched.

Notice Description

Please note this is an AWARDED contract and NOT a call for competition. The Police & Crime Commissioner for Warwickshire, on behalf of Warwickshire Police, has awarded a contract for the continued provision of Selected Medical Practitioner (SMP) services. The SMP provides independent specialist medical assessment and advice in relation to Early Ill-Health Retirement (EIHR) and Injury on Duty (IOD), in accordance with the relevant Police Pension and Injury Benefit Regulations and associated guidance. The contract was awarded directly following an internal exemption process. The decision to continue with the incumbent provider was based on the specialist knowledge and expertise required to deliver the service, familiarity with the Force and its requirements, together with an assessment of value for money. The provider's rates were compared with available framework options and benchmarked against similar provision used by other police forces. The contract value is an estimate and actual expenditure may vary depending on the number of officers requiring assessments, as well as any changes to the relevant regulations or guidance during the contract period.
