Summary of the contracting process

The London Borough of Newham is seeking suppliers of specialist smoking cessation services through Category 1 of its Healthy Lives Dynamic Purchasing Vehicle. This is an onboarding round for providers wishing to join the vehicle and deliver smoking cessation support in London. The requirement is for health and social care services, specifically specialist help to stop smoking. Suppliers apply to join the vehicle rather than responding to a single, defined service delivery contract in this round. The arrangement is intended to support repeated onboarding rounds over its lifetime, allowing successful providers to become eligible for future work under the vehicle.

The buyer invited offers through an open procedure for this onboarding round. Applications were to be submitted electronically through the Council’s Fusion e-tendering portal, in English, by 4 November 2026 at 12:00 noon. The stated contract period is 1,500 days. No monetary value is stated. There is one category, covering specialist smoking cessation services. Applicants complete a qualification stage and a Selection Questionnaire, including tender-specific selection questions on mandatory and discretionary exclusion grounds. The buyer scheduled the award stage to start at 13:00 on 4 November 2026. The opportunity forms part of a dynamic purchasing vehicle with further onboarding rounds during its lifetime; the Council processes applications after each round closes.

This route suits providers with established specialist smoking cessation delivery capability and the organisational capacity to meet the Council’s qualification checks. Applicants must provide evidence about relevant experience, business integrity, capability and insurance, and answer the qualification and selection questions. Suppliers should be prepared to address both mandatory and discretionary exclusion requirements and demonstrate they can meet the service-specific selection requirements in the questionnaire. Joining the vehicle offers a route to compete for future smoking cessation service work in London as opportunities arise, rather than a guaranteed award of work from onboarding alone. The application is intended for service providers able to deliver health and social care support, with suitable operational arrangements and assurance processes to satisfy the buyer’s checks.
