Summary of the contracting process

The London Borough of Bexley is seeking supported accommodation for looked-after children and care leavers aged 16 and over. The contract requires 16 beds in accommodation staffed around the clock and 25 beds in floating-support accommodation, across 8 or 9 properties, to enable placements to be matched to each young person. Each staffed bed includes 10 hours of support per person per week; each floating-support bed includes 3 hours. At least 80% of the beds must be within the London Borough of Bexley. The remaining beds must be within a six-mile radius of the Civic Centre in Bexleyheath, on the south side of the River Thames. All beds must be ready for use at the start of the contract.

The council invited offers through an open procedure. The bid submission deadline was 30 October 2026 at 12:00 UTC; the award decision was due by 15 November 2026. The contract is scheduled to run from 1 January 2027 to 31 December 2029, with a possible extension at the council’s discretion up to 31 December 2031. The estimated value is £1.25 million excluding VAT (£1.5 million including VAT). This is a single-lot competition. Evaluation gives 85% weight to quality and 15% to price. Submissions are to be made electronically through the London Tenders portal, in English.

This opportunity suits providers able to deliver supported accommodation for young people aged 16 and over, combining 24-hour staffed provision with floating support. Suppliers need capacity to make 41 beds available across 8 or 9 properties, with the required support hours included for each placement. A strong local property portfolio is central: at least four-fifths of beds must be within Bexley, with the remainder within the stated distance of Bexleyheath and south of the Thames. Providers must have the operational capability to have every bed ready at contract start and to match placements to individual young people. Quality is the main evaluation consideration, so evidence of effective, reliable support delivery is commercially important.
