Summary of the contracting process

University Hospital Southampton NHS Foundation Trust commissioned a fully managed glaucoma follow-up service for patients at University Hospital Southampton. The work combines weekend, on-site diagnostic clinics at Trust sites with virtual consultant reviews, providing short-term clinical capacity to reduce waiting times on ophthalmology pathways. The service is intended to assess up to 3,904 patients. It is specialist ophthalmology clinical service provision, specifically glaucoma follow-up and diagnostic assessment, rather than a supply of equipment or general eye-care services. The procurement is described as a new service requirement and is delivered directly from the Trust’s Southampton sites.

The contract has been awarded to 18 Week Support Limited and is active. The award was made on 7 October 2026, with the contract beginning on 10 October 2026. The initial period ends on 30 January 2027, with an optional two-month extension that cannot run beyond 31 March 2027. The contract value, including the optional extension, is £688,314.24. This was a call-off from a framework agreement without further competition, using the Provider Selection Regime for health services. One bid was recorded. The award criteria were those in the framework agreement, with cost stated as the criterion at 100%.

For a future requirement of this kind, a credible provider would need to manage specialist glaucoma follow-up clinics end to end and supply clinical capacity that can operate from NHS hospital sites. The service model combines weekend, face-to-face diagnostic activity with virtual consultant reviews, so providers need to coordinate on-site delivery and remote consultant input as one managed pathway. Experience assessing high volumes of glaucoma follow-up patients and supporting ophthalmology waiting-time reduction would be directly relevant. The Trust used an existing framework and made this award without a further competition, so suppliers seeking comparable work would need to be appointed to a suitable framework and able to meet its service and cost criteria. The recorded outcome shows that the selected provider could deliver this combination of clinical capacity and service management.
