Summary of the contracting process

The Centre for Process Innovation (CPI) is seeking battery-cell prototyping, fabrication and electrochemical testing services to validate and evaluate energy-storage materials. The work covers electrode mixing, coating and calendering; assembly of coin, single- or multilayer pouch, and cylindrical cells; and performance tests including formation, cycling, GITT, EIS and HPPC. CPI will supply formulations or coated electrodes, cell specifications and testing protocols. The provider will turn these into finished, test-ready cells, return performance data and advise on cell-level optimisation. The work supports development of liquid-electrolyte chemistries, primarily lithium-ion, with potential extension to sodium-ion systems. Delivery is for CPI, based at the Wilton Centre in Redcar.

CPI invited offers through an open procedure, with electronic submission permitted in English. This is a single-lot, multi-supplier framework; CPI may make direct awards or run further competitions among ranked framework suppliers. The submission deadline was 6 November 2026 at 12:00, and the stated award decision date was 4 December 2026. The contract period is 15 December 2026 to 14 December 2029, with a discretionary 12-month extension option, up to 13 December 2030. The stated estimated value is £800,000 excluding VAT (£960,000 including VAT). Evaluation weights are specification 30%, methodology 20%, account management 20% and price 30%.

This opportunity suits specialist battery laboratories and cell-development providers able to deliver repeatable fabrication and electrochemical testing across several cell formats. Suppliers need capability in electrode processing, cell assembly and a broad test suite, as well as experience with liquid-electrolyte chemistries—especially lithium-ion—and the flexibility to extend work to sodium-ion systems. Strong technical methods and consistent, high-quality results matter, alongside responsive account management. The provider must work transparently on baseline material specifications, including material source and composition, to support reproducible data. The service also calls for regular data reporting, secure handling of sensitive material sets and technical input on cell optimisation. The multi-supplier framework may suit providers able to deliver both direct call-offs and mini-competition work.

Notice Information

Notice Title

Battery cell fabrication and cycling services

Notice Description

CPI is seeking to procure cell prototyping services to support the validation and performance evaluation of electrochemical energy storage materials. The scope of this procurement includes: - Electrode Manufacturing (mixing, coating, and calendering) - Cell Assembly (Coin, single/multilayer pouch and cylindrical formats) - Electrochemical Performance Testing (including formation, cycling, GITT, EIS, and HPPC) The successful service provider(s) will receive slurry formulation compositions and/or coated electrodes, cell specifications, and testing protocols from CPI. The scope includes transforming these into finished, test-ready cells, delivering the subsequent electrochemical performance data, and providing technical consultation regarding cell-level optimization. We require a provider capable of delivering high-quality, reproducible fabrication and testing services with the flexibility to handle various liquid-electrolyte cell chemistries, primarily Li-ion, and extensible to Na-ion systems. To ensure data replicability, the provider must adopt a transparent, 'open-book' approach to baseline material specifications including material source and composition information. Ancillary services, including the provision of regular data reports and the secure handling of sensitive material sets, are also in scope.
