Summary of the contracting process

Hampshire Hospitals NHS Foundation Trust procured resident doctor medical services for The Candover Clinic. The service provides continuous on-site doctor cover, 24 hours a day, seven days a week, including Level 1 enhanced clinical care, immediate first-line emergency care, airway management and acute resuscitation for inpatients. The provider also manages recruitment and enrolment, training, revalidation and appraisal support, and rota coordination and backfill to maintain uninterrupted cover. The work supports the clinic’s inpatient care and emergency response, and is integrated with the Trust’s multidisciplinary clinical teams and governance arrangements. This is a healthcare staffing and medical practice service (CPV 85120000), rather than a supply of equipment or a building project. Delivery is at The Candover Clinic.

The process reached the intention-to-award stage under the Health Care Services (Provider Selection Regime) Regulations 2023; the source states the contract had not yet been formally awarded. Hampshire Hospitals NHS Foundation Trust selected incumbent provider NES Holding UK Ltd through Direct Award Process C, without a prior call for competition. The contract is for one requirement, with a stated term from 1 November 2026 to 31 October 2028 and an expected lifetime value of £426,480. The contract record lists it as active and signed on 8 October 2026. The Trust’s decision was based on the incumbent satisfactorily meeting the existing contract and being likely to continue meeting the requirement. Quality and innovation, and integration, collaboration and service sustainability, were the primary criteria; value was secondary, while access, health inequalities, choice and social value were supporting considerations. The stated intention-to-award process included a representation deadline of 20 October 2026.

For suppliers competing when this requirement next comes to market, credibility will depend on delivering a reliable, continuously staffed resident-doctor rota within an acute hospital environment. The selected provider was reported to maintain full rota compliance and contractual KPI performance, with doctors holding six to twelve months of prior UK clinical practice and current Advanced Life Support and European Paediatric Advanced Life Support certifications. Strong clinical governance matters: the service is integrated into multidisciplinary teams, incident reporting and Trust governance, with GMC medical appraisal oversight. Suppliers also need the capacity to recruit, credential and train clinicians, provide revalidation and appraisal support, and maintain a compliant reserve workforce for sickness cover. Commercial certainty and a smooth transition are relevant, as are NHS Net Zero alignment, a board-approved Carbon Reduction Plan and ISO 9001:2015 quality management accreditation.
