Summary of the contracting process

Lux Mundi Catholic Academy Trust is seeking a fully managed service to let and promote facilities across its participating schools. The provider will manage lettings professionally, make effective use of school premises and develop the service to increase income, support community engagement and protect the Trust’s reputation. The ten schools are in Hackney, Tower Hamlets and Haringey: Cardinal Pole, St Monica’s, Bishop Challoner, St Anne’s and Guardian Angels, St Elizabeth, St Mary’s Priory, St Francis de Sales, St Ignatius, Our Lady of Muswell and St John Vianney. The last two are due to join the Trust in November 2026. St Monica’s has a later service start than the other schools. The Trust may add other schools that join during the contract.

The buyer invited offers through a two-stage competitive flexible procedure. Candidates first complete a Procurement Specific Questionnaire; between five and ten are expected to progress to the Invitation to Tender, subject to meeting the minimum criteria and achieving at least 60%. The published contract estimate is £3.9 million. The main service period runs from 1 April 2027 to 31 March 2029, with an option to extend for up to two years, to 31 March 2031. St Monica’s service runs from 1 September 2028 to 31 March 2029, with the same extension option. Expressions of interest and enquiries were due by 6 November 2026 at 12:00. The stated award decision date is 29 January 2027. Tender responses are evaluated equally on price and quality; the Trust is seeking best value, not necessarily the lowest price.

The opportunity suits providers with experience managing lettings for schools or similar venues, and the operational capacity to coordinate bookings and promote facilities across multiple sites in Hackney, Tower Hamlets and Haringey. The Trust wants a partner able to review and improve existing arrangements, maximise use of its premises and develop creative ideas to grow revenue while delivering positive community impact. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable. Tenderers must have achieved annual company turnover of at least £1 million and hold employers’ liability and public liability insurance of at least £10 million each. The service is currently managed in-house except at St Monica’s; there are no incumbent staff eligible for transfer under TUPE and no staff in the Local Government Pension Scheme.
